fromtheport: Loyalsock had a timetable in which homeowners in different sections had to have their laterals done. Loyalsock paved after the work was done. I believe the problem being addressed here is a utility digging up a street after it has just been paved, ie. Grampian Blvd was paved this summer and already there are at least six cuts from UGI in the new pavement.
