Cap, my niece had the same problem as you. Her home has never flooded, she is no where near water, and they built their home on top of a mountain.

They had to pay a local surveyor for a elevation certificate plus pay an attorney to file an appeal with FEMA.

They fought back and won FEMA had to remove their property out of the flood zone, it cost them $2,700 just to prove that they had never been in a flood, now how stupid is that?

Could it be that they stand to make a huge profit from increased 30% + 30% commissions and claims managing. Hmm, just add it up. If they sell a policy valued at $1,000 dollars, they earn $300.00, but if that same policy now costs, $10,000, they earn $3,000. Times that by 5.4 Million flood policies around the nation. There is no measure to decrease their commission in the Biggert Water's Act of 2012. Was this another justified expense we should pay out of our NFIP premiums?

Realize that overspending waste and mismanagement by NFIP is also a key issue. Is it really necessary to pay 55% of our annual premiums to run the program. 30% goes to Insurance Companies commissions without them holding any liability on each policy they write, and 20% to internal administrative costs. This doesn't include another 30% plus expenses to the Insurance Company for handling a Claim after a flood event. Then we pay another 30% of our premiums to interest. This data is from CBO reports which also state that NFIP has serious overspending issues due to poor policies

Alsever wrong agaim I live in my home built in Duboistown in 21880 never paid insurance till fema changed the game on me hen have paid all these years never had a claim never had any water now they changed the game on me again and they want 9,000$ a year, insurance for my home Alsever.

The taxpayers have NEVER supported, subsidized, or otherwise paid for the National Flood Insurance Program. In fact, it has collected $6 billion more in premiums than it has paid out over the life of the program. High commissions adn mismanagement are largely to blame for the debt. The NFIP has borrowed money from the Treasury but it was repaid with interest. The current debt is large but payments, again with interest, have been paid on schedule. I don't think anyone disagrees that the program needs reform (and FEMA's mismanagement corrected) but increasing premiums to the point they are 10% of the value of the home is not the way to do it. There are foreclosures looming because people can't afford the new flood insurance premiums. Taxpayers will then be holding the bag... a big old foreclosure bag the likes if which will make 2008 look like a picnic.

Al, be careful what you say. You may want to go to the FEMA website and see if your property is high risk, they change these flood plains constantly. I just found out I live on a high risk property and I live in a 100 year old home that has never once had any type of flooding (my parents and grandparents lived here since it was built), it sits on a hill and is no where near a river or a creek.

Let me guess--you don't actually live in any of these properties do you? But you do rent them to tenants who will be in danger of flooding, correct?

You want the rest of us to pay for your dumb decision to buy a building that will flood? Buy your own insurance!

Mim, you aren't the one who decides how much your property will be assessed for. The assessor does, then it is your responsibility to contest it and justify it. Even then there is a limit to how much they will lower it, typically 15% to 20%. I've been through the process several times and each time the person I was presenting my appeal to stopped me in the middle of my appeal and said for me not to go any further, that they couldn't take me any lower than what what I had already justified up at that point. You just need to accept the fact that this is a taxpayer shake down and prepare to shell out your hard earned bucks or become self insured if you own your property free and clear. Also with fema running out of money for buy-outs, this accomplishes the same thing at no expense to fema. Fema has already backed out of promised buy-outs on some Lycoming Creek properties.
