So, here it is, 5 days after the snowstorm and once again our alley hasn't been plowed....

So get your neighbors together and hire someone and send the bill to the streets dept.

Hope, I live off an alley along with three of my neighbors and we don't even rely on the city anymore. All it cost me is some gas for my snow thrower and a couple hours of my time and we end up with the cleanest road in the city.

Maybe if you send a check for $10,000 with your request for snow removal, I bet your Alley would be cleaned. Money is the only thing they listen to, you pay your taxes and this is what you get!! You think that would help???

Good luck with that. There are a lot of government services (like welfare) that I do not benefit from, but they keep taking my money.

Radioactive, you seem to be well-versed on the land use laws in South Williamsport. I live in the middle of a block with a rear alley that is the only access to my garage. After living here nine years the neighbor to the east has decided to take over the "unnamed thoroughfare" alley and has blocked it using various means. The borough tells me that since they don't maintain it, it has no jurisdiction over it. They say that he can't block my access to my driveway and garage but that it's a civil issue and I'd have to hire a lawyer and face the neighbor in court. Are you familiar with this sort of matter?

DLM, whatever obstacles he placed in your way just plow right through it. No one can claim even part of an alley outright. Look at your deed and see what it says about this alley use. And if he goes to court to try and have this deeded onto his property he would have to fight or pay all adjoining property owners.

Thanks for the comments on the alley issue. He has blocked it by parking at various times a utility trailer, a boat, and motor vehicles there. He has also piled up mulch and driven metal fenceposts in. I've discussed it with him and he's convinced he has the right to do this because of what borough officials have told him, which is basically what they told me but he chooses to interpret it his way and I'm interpreting it mine. Simply said, he may not block my access to my garage but the police can't/won't do anything about it if he does. I've shoveled the mulch and weeds he's piled there for compost out of the way but I have a small car and can't plow through a large pile and if a vehicle or trailer is parked there I certainly can't move that. I guess the silly little game will continue.
