Using formulas to disburse school dollars is a farce that allows Philly, for example, to get an unfair share.

The only fair way would be to take the total dollars available, divide it by the number of students in the state, multiply by the number of students in each school district and send out the checks!

Eliminate the dead beat teachers and make classes larger. OH wait the teachers are afraid of the students. Salaries for administrators are way out of control.
