At what point are there too many irons in the fire? Focus on one development at a time, please. It's not a Central Business District if it's not central.

Why involve the parking authority? It's bad enough they own the downtown and no one wants to go there and pay to park. East of Market Street all the way to the Loyalsock Township border should be able to be developed "Parking Authority Free". Let whatever merchants want to locate there provide ample parking for their patrons. Involving the Parking Authority and potentially having to pay to park to go shop or eat will act more as a deterrent - just like in downtown.
