I agree Hawbakers was inept to leave their equipment there to be damaged and to add pollution to the waterway. However, any added insurance costs are not passed on to the taxpayer. Those costs are part of the bid. If their bid is still lower than the others they get the work. They will have to find a way to fund any additional insurance costs another way if they expect to continue to get public works projects.
