Tioga County prison nurse resigns

COVINGTON — A registered nurse that Tioga County commissioners hired last year to work at the county prison resigned Monday, but commissioners would not go into the reason during their monthly “on the road meeting” held at the township building here Tuesday.

Karl Kaffine resigned after being off more than he was on duty at the prison.

Ann Krohn, a contracted registered nurse, has been working in his place for the last several months, said Brian Morral, human resources director.

“We will have to look at the arrangement we have with her and see if it needs to remain the way it is,” Morral said, in reference to her contracted status.

The prison also has a full-time physician, hired earlier this year.

In other business, commissioners:

• Approved the county’s certification for use of the wireless 911 monies it receives each year.

• Renewed a contract as fiduciary agent for a seven county consortium, the North Central Task Force, with Eugene LaFavor of LaFavor Consulting, for the term April 1 through June 30, 2009, to handle the $90,000 in Homeland Security funds received each year and split among the seven counties for disaster preparedness.

• Proclaimed June 14, the first day of the Laurel Festival, as a smoke-free day on the Green.

• Approved a request by Emergency Services to advertise for bids for the purchase and installation of a new 20 kilowatt generator at the Blossburg tower site. The old one will be moved to the Park Hill site in Wellsboro.

In their capacity as the Salary Board, the commissioners approved the creation of two full time temporary positions using the annual West Nile grant to combat West Nile virus. One position pays $12.75 per hour and the other $12.40 per hour, with no benefits for either.
