Intoxicated man head-butted state trooper, police say

A city man was jailed on assault-related charges after he allegedly head-butted a state trooper in the face in the 1500 block of Randall Circle about 12:20 a.m. Friday, according to state police.

Edward Lee Clipper II, 30, of 729 Prospect Ave. is accused of assaulting Trooper Richard Holz as he attempted to get away from the trooper, who was investigating a report of a possible break-in, police said.

Clipper, who was intoxicated, was restrained and charged with aggravated assault, resisting arrest and public drunkenness. Following his arraignment before District Judge Jerry C. Lepley, he was committed to the Lycoming County Prison in default of $25,000 bail.
Milton girl, 16, injured by moving vehicle


MILTON — A 16-year-old Milton girl suffered moderate injuries after she was hit by a vehicle at 3:40 p.m. Sunday along Route 405 in West Chillisquaque Township, according to state police.

The girl, whom police only identified as a pedestrian, apparently ran into the path of the vehicle, police said. She was taken to Geisinger Medical Center in Danville.

The driver of the vehicle, James L. Stehr Sr., 61, of Watsontown, and his three passengers were not injured, police said.

The car’s passenger side mirror was damaged in the collision, police said, adding that no citations are pending against the teen.


Three get intermediate punishment sentences

WELLSBORO — Three people were sentenced to intermediate punishment terms during Tioga County Court Monday. According to court documents, they are:

• Marie A. Peltier, 47, of 2621 Bliss Road, Apt. 1, Lawrenceville, for 36 months for theft with the first nine months at Tioga County Prison. She was given credit for 146 days time served and fined $250 and court costs for a total of 5,106, which includes restitution of $2,217 to her victim, HRI Construction Inc., 13406 Route 49, Lawrenceville. She will serve the remainder of her term on probation. Peltier was charged by Lawrence Township police for the May and June robberies at the construction company, during which a total of $5,650 in metals and tools was taken and sold to Shulman’s Scrap Yard in Elmira, N.Y.

• Carly J. Lawton, 20, of 460 Cherry Flats Road, for 24 months probation for simple assault, a $200 fine, court costs and $260 restitution to her victim for a total of $1,947. She also must write an apology letter to the victim, a 17-year-old girl whom Lawton beat up on Main Street May 30 after she left several threatening messages on the girl’s cell phone. She was charged by borough police.

• Caleb E. Goforth, 28, of 10E County Living Park, for driving under the influence of intoxicants, his second conviction in 10 years. He will serve the first 90 days at Tioga County Prison, must pay a $1,500 fine plus court costs. He will spend the last 30 days of his prison sentence on electronic monitoring with the remainder on probation. He also lost his driving privileges for 18 months and is subject to the Pennsylvania Ignition Interlock Law for 12 months. He was charged by state police after he crashed his car on Jan. 18 near Wellsboro.



Several get special probation

WELLSBORO — Several people were sentenced to special probation for various offenses during Tioga County Court Monday. According to court documents, they are:

• LaToya J. Stephens, 23, of Maple A. Dormitory Room 215, Mansfield University, 15 months plus court costs for a total of $1,152 for theft of a laptop computer from North Hall on Sept. 15, 2003. She was charged by university police after she checked the laptop out of the library and never returned it.

• Joshua Wheeler, 28, of 200 School St., Harrison Valley, for six months plus court costs for simple assault against another man, Ryan P. Welles, at the Bear Tracks Tavern, Westfield, April 8, 2007. He was charged by borough police.

• Jason Davy, 23, for 12 months plus $750 restitution and court costs totaling $1,037 for theft of car parts from a vehicle at Costy’s Truck and Auto Parts, 2395 South Main St., Richmond Township on July 23. He was charged by state police.

• Kelsie Kentos, 51, of 5 Oak St., Tioga, for nine months plus restitution of $30,355 for theft of $31,217 in lottery tickets from the Stokesdale Acorn Market while she was an employee there. She was charged by state police.

• Jordy D. Webster, 22, of 1105 Campbell Run Road, for 15 months plus court costs totaling $1,194 for theft of $2,153 in cash between March 15 and June 11 from the Advance Auto Parts Store, 124 East Ave., were he was an employee. Borough police said he used fraudulent return slips to steal the money from the cash register.

• John M. Keagle, 27, of Newport, for 18 months plus $450 restitution plus court costs for theft of 120 80 mg. Oxycontin pills from the Robert Pequignot residence at 88 Birdland Road, Covington, while visiting there in the spring of 2005. He was charged by state police.

• Michael A. Schino, 23, of North Academy Street, Mansfield, 12 months plus court costs for theft of a trash can from Wellsboro borough valued at $500 on Jan. 26. He was charged by Mansfield borough police.

• Gustavo Worthington, 21, of 199 North Main St., Mansfield, 18 months plus $2,410 restitution plus court costs for a total of $3,806 for theft of two projectors and a DVD player from Mansfield University’s Elliott Hall classrooms in November 2007, and then tried to sell them on Ebay. University police charged him.

• James S. Miller, 79, of 113 Coolidge Ave., Elkland, for 12 months plus a 60 day driver’s license suspension, and a total of $1,757 in court costs for driving under the influence of intoxicants Jan. 27 in Elkland. State police charged him after he was involved in a hit and run accident with a parked vehicle.

• Jennifer L. Hoyles, 41, of 30 Elm St., Galeton, for 12 months plus court costs plus a 60 day driver’s license suspension for driving under the influence of intoxicants Jan. 19 in Delmar Township. State police charged her after she crashed her car.

• Lisa A. Hartman, 42, of 1878 Sumner Road, for 12 months plus a total of $1,773 in court costs plus a 60 day driver’s license suspension for driving under the influence of intoxicants on Feb. 23 on Horse Thief Run Road. Borough police charged her after she crashed her car.

• Kevin C. Smith, 31, of 1799 North Road, Middlebury Center, for 12 months plus a total of $1,439 in court costs and a 60 day driver’s license suspension for driving under the influence of intoxicants Feb. 26 on Sweet Briar Road, Delmar Township. State police charged him after he crashed his car.



Two men plead guilty in separate cases

In separate plea agreements last week before District Judge Kenneth T. Schriner, two men pleaded guilty to one charge after the prosecutor agreed to withdraw another.

Don Lee Eigenbrod, 24, of 528 Ruben Kehrer Road, Fairfield Township, pleaded guilty to one count of possessing paraphernalia at Simple Hollow and Clarence Fry roads in Upper Fairfield Township on April 3.

A state police charge of possession of marijuana was withdrawn. Eigenbrod made arrangements to pay $898 in fines and court costs.

In the other case, Fred Hester Jr., 38, of 33 Main St., Montgomery, pleaded guilty to one Montoursville police count of theft by deception after two counts of bad checks were withdrawn.

The charges stem from Hester allegedly writing two bad checks — one for $103 and another for $8 — to two businesses in the borough back in March 2002.

Hester made arrangements to pay $360 in fines and court costs.
