Planners endorse expansion of Central Business District

December 16, 2008

The city Planning Commission Monday reviewed and recommended expansion of the Central Business District east to Penn Street.

The expansion has been in the planning stages for months and would add an area located between the beltway and the south side of West Fourth Street and Mulberry and Penn streets.

The authority had a busy agenda, all of which was forwarded to City Council or the Zoning Hearing Board with positive recommendations.

Other changes recommended included rezoning the former Kennedy King Housing complex from residential to manufacturing in conjunction with its sale for a manufacturing use.

City-based Moran Industries has offered to buy the almost 10-acre site from the city for $301,000. It will demolish the existing apartments and build a large distribution center.

The facility would be serviced by a rail spur and have access onto Trenton Avenue to reduce use of Foresman Avenue by large trucks, according to comments during the discussion.

In addition, the commission recommended a small parcel of land in the 3500 block of West Fourth Street be rezoned from commercial to manufacturing to facilitate future use of the site by its new owner, High Steel Structures.

The commission also recommended approval of a special exception allowing the Cochran Holdings Group to add a convenience store to an apartment complex it owns at 801 W. Third St. and a conditional use permitting the Tabernacle Baptist Church to use a former home at 923 W. Third St. for worship and education activities and housing for visiting missionaries.
