State Secretary of Transportation Barry J. Schoch, P.E., recently recognized 28 PennDOT employees for their outstanding performance with the Star of Excellence Award, PennDOT's highest recognition, according to a news release.
Two employees from PennDOT's District 3-0, which represents Columbia, Lycoming, Montour, Northum-berland, Snyder, Sullivan, Tioga, Union and Bradford counties, were among the honorees.
"These employees are being recognized for going above and beyond what's expected of them," Schoch said. "Despite constant fiscal challenges and the increasing demands placed on them, they are dedicated to producing excellent results. They find efficiencies and serve as examples to their co-workers. I thank them for their service and congratulate them on this accomplishment."
Local winners Dave Kocher and Sabrinna Wilcox were honored with an awards luncheon at the governor's residence in Harrisburg.
"I appreciate the dedication and outstanding job of these two individuals who define the meaning of public service. Their outstanding work ethic, attitude, and skill in their respective areas of expertise, contribute to the success of our organization," noted District Executive Sandra Tosca, P.E.
Kocher, a transportation equipment operator in Columbia County, is noted as an experienced operator with the gift of motivating his co-workers with his dedication. The embodiment of efficiency, Kocher keeps a keen eye on every operation he participates in, whether it's paving or winter operations. Customers can be sure they will always get their value out of Kocher's work as he ensures projects are within cost and material limits. His problem-solving skills have identified potential issues and implemented steps to rectify those issues. During the winter Kocher makes himself available even if he's off, and his supervisors know he has customers' safety in the forefront of his mind. he routinely improves his skills with training and development and has an exemplary safety record. His co-workers set hiss work results as their goal and consider it a standard.
Wilcox is a human resource assistant at the district office in Montoursville. With high human-resources turnover in the district, Wilcox's willingness to go beyond her primary duties and assist the district and counties with human resources issues is especially valuable.
Addressing challenges on a county-by-county, personalized basis adds to her workload, but she accepts this with a positive attitude. Her extensive job knowledge makes her an ideal presenter at recruiting events and coordinator of job shadowing for students. She builds on this knowledge in taking advantage of each training and learning opportunity made available.
Wilcox, a repeat "Employee of the Month" winner, also coordinates district events such as the PennDOT race team, Easter Egg Hunt and Santa visit.
Simply put, the news release said, Wilcox is the backbone of the district's Human Resource Unit.
The Star of Excellence Awards are presented annually to employees who represent the department's values of service, performance and integrity. The recipients represent a variety of organizational positions, spanning from highway maintenance and driver and vehicle services workers, programming specialists, communications staff and design and engineering specialists.
