City man to spend 80-160 years in prison for sex assaults

WELLSBORO - Tioga County President Judge Robert E. Dalton Jr. sentenced Charles A. Lilly, 40, of Williamsport, to 80 to 160 years in state prison in Tioga County Court Monday for his almost daily sexual assaults on two young girls over the course of two years.

On Dec. 7, a jury convicted Lilly on four counts each of rape of a child less than 13 years old, statutory sexual assault, involuntary deviate sexual intercourse and aggravated indecent assault.

Wellsboro police said Lilly molested two girls, then ages 5 to 8, at the Wellsboro home of their mother between 2004 and 2006.

State-licensed psychologist and member of the Pennsylvania Sexual Offender Assessment Board William Allenbaugh II identified Lilly as a pedophile and concluded that he qualifies as a sexually violent predator.
