West Milton State Bank has CEO
West Milton State Bank, a local independent community bank, named David S. Runk as its president and CEO and a member of the board beginning Aug. 15.
Runk brings 17 years of banking experience to his position at West Milton. Prior to joining West Milton, Runk was a member of the senior management team at First National Bank of Mifflintown, where he was responsible for the organization's risk management, audit and compliance functions. Prior to joining First National Bank of Mifflintown, Runk held the positions of chief operating officer and chief financial officer at Omega Financial Corp. and Kishacoquillas Valley National Bank, respectively.
Since its inception 91 years ago, West Milton State Bank has been committed to remaining independent, according to a news release. With Runk's background, knowledge, experience and leadership capabilities, the release said West Milton State Bank will "continue to be a trusted financial partner and focused on providing personalized customer service."
"I look forward to helping our friends and neighbors succeed and being part of a team that shares its successes together," said Runk. He is most proud of his family. Runk has been married to Marybeth for 25 years and has three children, Adam 22, Ethan 19, and Olivia 16.
West Milton State Bank was recently named as one of The Top 100 Community Banks by US Banker in its June 2011 issue and Business of the Year by Central Pennsylvania Chamber of Commerce. West Milton State Bank has five branches located in Union, Northumberland and Snyder counties.
Firm names director
for Shale operations
Environmental Drilling Solutions LLC, a solids control, cuttings processing and zero discharge services firm, has named Richard Guillory area manager for Marcellus Shale operations.
Guillory will manage day-to-day field operations locally and be based out of the company's local office in Bradford County.
Guillory most recently served as environmental solutions projects manager with M-I SWACO, where he developed new systems to manage growing numbers of projects in multiple locations.
"Richard has proven himself as an effective project manager with the ability to create more efficient operations," said Jake Garber, Environmental Drilling Solutions regional manager. "His assignment to the Marcellus Shale region is an essential step toward meeting our growing demand in the area."
Guillory received a master of business administration in management and a bachelor's degree in mechanical engineering, both from the University of Louisiana at Lafayette.
Attorney earns elder law certification
Attorney Julieanne E. Steinbacher, of Steinbacher & Stahl, is now certified as an elder law Attorney by the National Elder Law Foundation.
In addition to being an attorney, Steinbacher is a gerontologist and social worker who established The Elder and Special Needs Law Firm of Steinbacher & Stahl in 2002.
Prior to becoming an elder law attorney, Steinbacher received her bachelor's degree in gerontology and worked as a social worker in a nursing home.
"Although I am proud to be certified in elder law, this certification does not define who I am or change the fact that I will continue do what I've always done, and that is to strive to provide my clients with the highest quality legal services that exceed their expectations, meet their goals, give them peace of mind, and enhance their quality of life," Steinbacher said, according to a news release.

The Muncy Bank and Trust Co. announces the promotion of Kimberly A. Feigles as the community office manager of its Dewart location. Feigles has been with Muncy Bank for 11 years, most recently as the assistant manager of the Montoursville branch. She holds a bachelors degree in business administration from the Pennsylvania College of Technology and has successfully completed numerous banking educational courses with the PBA and AIB. She is active in community activities and charitable fundraising efforts. Feigles resides in South Williamsport with her husband, Cliff, and their two children.
Hughesville woman
new office manager
The Muncy Bank and Trust Co. announces the promotion of Krista R. Dyer as community office manager of its Hughesville location. Dyer has been with Muncy Bank for 12 years, most recently as the branch manager of the Dewart branch. She is a graduate of the PBA Advanced School of Banking and has successfully completed many other banking education courses. She is active in community activities including organizing Relay For Life campaigns.
Dyer resides in Hughesville with her husband, Jess, and their two children.
New in-home care director named
United Disabilities Services recently promoted Marjorie Dziennik to the newly established position of Director of In-Home Care. Dziennik most recently served as director of staffing for UDS, a non-profit organization that serves people with disabilities, including veterans and the elderly, throughout 33 counties in Pennsylvania.
Dziennik formerly served as manager of human resources with Volvo Parts in Baltimore, Md. She earned a bachelor of science degree in business and human resources from University of Baltimore. She resides in East Manchester, York County.
