The Pennsylvania State Department is now making available a "safety net" photo identification card to certain registered voters.
The card, available at Pennsylvania Department of Transportation centers, was developed in response to complaints from voters who cannot qualify for a conventional PennDOT identification card.
If voters cannot get the PennDOT ID card, they can get this card as long as they are registered to vote, know their Social Security number and can verify the address, pretty easy hurdles to clear.
