Tioga County man accused of indecent exposure during recent power outage

MANSFIELD - A Shippen Township, Tioga County, man faces charges after allegedly exposing himself to an 8-year-old child during a power outage.

Franklin Edward Russell, 51, of 5159 Route 6, has been charged with corruption of minors, indecent assault, open lewdness, and indecent exposure by state police.

According to reports, on Sept. 5, the electricity went out at Russell's residence. He and the child went out to a shed behind the residence to get an extension cord, in order to hook up a generator and restore power to home.

While in the shed, Russell allegedly pulled down his pants and repeatedly exposed himself to the child. He then engaged in inappropriate contact with the minor, according to police.

The victim then ran into the home and informed its parents of the incident.

Russell was arraigned before District Judge Robert Repart. He remains incarcerated in lieu of $30,000 bail and will face a preliminary hearing before Repart at 9 a.m. Sept. 18.
