WELLSBORO - Franklin E. Russell, 50, of 5159 Route 6, was charged recently by state police with corruption of minors, indecent exposure, indecent assault and open lewdness for allegedly having indecent contact with an 8-year-old girl.
According to documents filed at District Judge Rob Repard's office, the man exposed himself to the girl.
He was jailed in lieu of $30,000 bail, and his preliminary hearing was continued until Oct. 2.
