Former city attorney to lead national group
Attorney Robert J. DeSousa, formerly of Williamsport, became the national president of the Federal Bar Association at its annual convention in San Diego. DeSousa, who served as a federal law clerk to the late Malcolm Muir and then as an assistant U.S. attorneys in Scranton and Lewisburg , now serves as the state director for U.S. Sen. Pat Toomey, R-Zionsville, is a member of the Middle District of Pennsylvania Chapter of the FBA. DeSousa was sworn in by the Honorable Gustavo Gelpi of the United States District Court, District Of Puerto Rico. DeSousa's swearing-in followed remarks by Lieutenant General Dana Chipman, the Judge Advocate General of the U.S. Army. Chipman was the special guest of the FBA and the Keynote Speaker at the Convention. DeSousa, noted Chipman, is a combat veteran of the Iraq War and serves ion the Pennsylvania Army National Guard as the Deputy State Staff Judge Advocate.
"I am honored to serve as FBA President. The FBA is the premier bar association covering federal issues," said DeSousa.
DeSousa, his wife, Elizabeth, and four children reside in West Hanover Township.
Engineer joins firm's

He also fulfills permitting requirements for general construction, state Department of Transportation highway occupancy and entrance permits, national pollutant discharge elimination system permits, stream crossings and underground construction permits. He is licensed in both Pennsylvania and New York state.

Prior to joining C&N Bank, Zurich worked for 19 years as a private practice attorney in the Williamsport and State College areas, and represented clients in estate planning/administration, gas, oil and mineral law, and in business and real estate transactions. Zurich holds a law degree from the Widener University School of Law in Wilmington, Del., and a masters degree in business administration from the Widener University School of Management in Chester.

Susquehanna Bank announces Frank D. Guardini has rejoined the company as a vice president and commercial relationship manager in the state's northern region commercial lending division. He will be primarily responsible for new business development and commercial relationship management.
Guardini will be based at Susquehanna's office at 329 Pine St. Guardini has 11 years of experience, eight of which have been in Lycoming County in the banking and financial services industry. Guardini graduated from Lycoming College with a bachelor of arts degree in business administration and a bachelor of arts degree in history.
He resides, with his wife, Rebecca, and two sons, in Muncy.
