2 charged with cruelty to horses

PICTURE ROCKS - A Penn Township couple have been charged with cruelty to animals for allegedly ill treating and neglecting two horses, three dogs and a cat at their property, according to court records filed by the local chapter of the Society to Prevent Cruelty to Animals.

Teresa L. Walburn, 45, of 4653 Beaver Lake Road, has been charged with a misdemeanor while her husband, Roger Walburn, 56, was charged with a summary offense. All the animals were seized by the SPCA on Aug. 15 after the agency obtained a search warrant.

The two horses "were emaciated with hip bones, back bones and rib cages all protruding. It appeared the horses had no fat remaining and were living on muscle," humane officer Larry Woltz said in court papers.

While the SPCA took over care for the domestic animals, the horses were now receiving care under the Appalachian Horse Help and Rescue program. The Walburns have been sent summonses to appear before District Judge Jon E. Kemp.
