What may have begun last year as a routine undercover drug investigation ended in the unraveling of an organized crime operation whose leader is suspected of selling as much as $500,000 of cocaine on city streets during a 15-month period, according to county District Attorney Eric R. Linhardt.
The operation that 26-year-old Khalil Fulks allegedly ran out of his home at 1010 Elizabeth St. began to collapse when he was arrested on Sept. 7 on drug charges that were outlined in a 66-page affidavit.
Since then, state troopers have described in much further detail in a 186-page affidavit how Fulks ran that operation. Much of the evidence against him stem from thousands of telephone calls that police listen to through a court-approved wiretap to Fulks' cellphone.
Fulks, 26, was taken from the Lycoming County Prison on Thursday and arraigned on an additional 326 charges, including multiple counts of conspiracy to possess with intent to deliver controlled substance and corrupt organizations. He was recommitted to the Lycoming County Prison in lieu of an additional $350,000 bail.
Thirteen people who were allegedly part of his operation have been arrested. Warrants have yet to be served for three other fugitives.
