The simple common sense way would be to have a bell or horn on each bike and sound it when approaching a walker.
Since all cars and trucks have horns to help avoid collisions, I think bikers would want to avoid accidents enough to be responsible and have an inexpensive warning device on their bikes.
A word to the wise is sufficient.
