WELLSBORO - Clinton E. Bliss, 25, of 16075 Route 287, Tioga, was charged with possession of a controlled substance and drug paraphernalia after he allegedly threw a black bag containing drug and drug paraphernalia into the bushes near the front door of the courthouse before entering it Oct. 9.
According to documents filed at District Judge Rob Repard's office, Bliss was in the custody of the sheriff's department when he tried to hide the drugs. Inside the bag, police said there was methamphetamine and methamphetamine residue and items used by drug users. He was issued a summons for a Nov. 13 hearing.
