WELLSBORO - Clinton E. Bliss, 25, of 16075 Route 287, Tioga, was charged with possession of a controlled substance and drug paraphernalia after he allegedly threw a bag into the bushes near the courthouse before entering it Oct. 9.
According to documents filed at District Judge Rob Repard, Bliss was in the custody of Sheriff's department when he tossed the bag.
He was issued a summons for a Nov. 13 preliminary hearing.
