City police dropped charges of simple assault and recklessly endangering against Najee Karion Howard, 21, of Brooklyn, N. Y., after the alleged victim in the case, Shelly Phillips, failed to appear at Howard's preliminary hearing.
The charges stem from Howard allegedly punching and choking Phillip inside her apartment at the Newberry Estates, 2500 Federal Ave., on Sept. 30, police said.
