Man’s gestures and comments toward judge send him to jail

When Jamian Ryan Clipper was brought before District Judge Jon E. Kemp early Sunday morning to face city police charges of possession of heroin, possession of drug paraphernalia and public drunkenness, the judge initially set bail at $15,000.

However, that angered the 31-year-old, who began yelling profanities and making obscene gestures at Kemp, who - in return - raised Clipper's bail to $25,000.

Clipper, whose last known address was of the 500 block of High Street, then was escorted to the Lycoming County Prison.
