JERSEY SHORE - Michael Alan Bilbay, 30, of 204 E. Highland St., Avis, has been charged with indecent exposure and open lewdness following an incident at routes 220 and 287 in Piatt Township last Jan. 17, state police said. He has been sent a summons to appear before District Judge Jerry C. Lepley.
