A city woman who wants to hold ceramic classes in an attached garage at the rear of a house in the 1000 block of Baldwin Street unanimously was granted a table-of-use variance Thursday by the city zoning hearing board.
Penelope Young Miller had been holding ceramic classes for adults and children when Zoning Officer Gary Knarr received a complaint. He requested she stop and take appropriate steps to make sure her business had the proper permitted use in the neighborhood.
One of the key issues decided by the board was whether she would abide by having two off-street parking spots on the side of the garage, so that parking in the rear of the garage would not impede traffic and hinder neighbors. Miller also must operate the classes, which include pottery classes and kiln work, two nights per week and not have more than five pupils at one time.
Miller next will request a certificate of occupancy for the business, in which she teaches adults and children.
However, before the business can receive final approval for permitted use, the garage must be inspected by Knarr, codes enforcement officers and firefighters to see that it meets all applicable zoning and building code requirements, he said.
Zoning hearing board solicitor Joseph Musto told Miller that home occupations are not permitted in the neighborhood and doing more than the guidelines allow would be wrong, so she must comply with the stipulations limiting business growth.
