Woman joins leadership of STEP, Inc.
STEP, Inc. recently announced Suzanne Lee is a part of STEP's leadership team in support of program staff through the position of director of resource development. Lee comes to STEP with 25 years of experience in the nonprofit sector building organizations' capacities through a combination of resource development, the procurement of new community stakeholders, and the forging of strategic partnerships. During her 17-year tenure in the community foundation field, she successfully developed resources, managed assets, and instituted programmatic initiatives that have had lasting results in the communities that have been served.
"In order to be competitive at the state and federal level for limited resources, public-private partnerships are instrumental. Ms. Lee will complement our ability to grow and nurture partnerships with those who are investing in our community," Terry Roller, STEP president and CEO, said. With her hands-on experience, Lee is equipped with a clear understanding of the nuts and bolts of assembling a strong resource development culture in organizations via proven fundraising techniques, good stewardship, and strategic partnerships, the news release said. STEP is very excited to have Lee on staff, and believes her expertise will further articulate the benefits of public and private partnerships and demonstrate how financial commitments and investments through STEP pay dividends back to individuals, families, and the community, the news release continued.

Marshall, Parker & Associates, an area law firm founded in 1980, has announced that Tammy Avery Weber has become a name partner in the firm. As a result, the name of the firm has been changed to Marshall, Parker & Weber.
Weber is the managing attorney of Marshall, Parker and Weber. Her legal practice is focused on elder law, estate planning, estate administration, and planning for business and gas royalty owners. She is one of only 43 attorneys in Pennsylvania who have achieved certification in the legal area of elder law. Elder law is the area of law which deals with legal planning for seniors and persons with special needs. Weber's status as a certified elder law attorney has been approved by the National Elder Law Foundation and the Pennsylvania Supreme Court.
A native of Muncy, Weber received her undergraduate degree from Lycoming College in 1983 and her law degree for Temple Law School. Before moving back to Lycoming County in 2001, she served as an Assistant U.S. Attorney for the Eastern District of Pennsylvania in Philadelphia. In that capacity she investigated and obtained a criminal conviction in the first Medicare money laundering seizure case in the country. As a result of her service with the U.S. Attorney's office Weber received the Department of Health & Human Services Inspector General's Integrity Award.

Dr. Dana Garner has attained status as a licensed behavior specialist under the State Board of Medicine. The behavior specialist license has come into effect through the Autism Insurance Act, which calls for coverage of services for children with autism spectrum disorders by primary insurance.
Garner is a board certified behavior analyst, EIA Supervisor for Aptitude Habilitation Services, Inc., owner of Garner Behavior Services, and assistant professor at the Pennsylvania State University. She has worked with children with autism spectrum disorders for more than 15 years and lives locally in South Williamsport with her family. Garner provides school/clinic and home based consultation and workshops internationally as well as supervising applicants. As a licensed behavior specialist, which is a requirement for billing insurance for ABA/Autism services in Pennsylvania, Garner hopes to expand intensive behavioral intervention services into Lycoming County.

Bryan Holmes, president and chief operating officer, announces the appointment at FNB Bank of Carl M. Chamber as vice president and commercial relationship manager for the Lycoming County region.
Chamber will be responsible for commercial lending and business development in the Northern markets for the bank. He is a 1989 graduate of Bucknell University and, after 6 years in the U.S. Army, went on to achieve his masters of science in business administration from Bucknell in 1995. Chamber is an honors graduate of the Graduate School of Banking at the University of Colorado as well as a Certified Public Accountant. He brings more than 14 years of experience in financial services, most recently as a vice president and team leader for Citizens & Northern Bank.

Jill Shambach has been named vice president, trust officer and investment representative at West Milton State Bank. Shambach began her banking career with West Milton State Bank in 2001 as an assistant vice president and investment representative. She was promoted to trust officer in 2004. Shambach began her banking career in 1979, attained her securities license in 1994, and became a certified paraplanner in 1985. Shambach has attended numerous banking courses and is a graduate of Pennsylvania Bankers Association's Trust and Wealth Management School.
Shambach resides in New Berlin with her husband, Lynn. She has been an active board member of the Mifflinburg Area School District since 2001, and has served as president since 2008. Shambach is also a board member of the Union County Housing Authority and member of the New Berlin Heritage Association.
