A Maryland man has been brought back to face charges that he allegedly offered candy and money to a 9-year-old city girl if she exposed herself to him, city police said.
Kirk Linwood Paylor, 49, of Randallstown, first tried to entice the girl by offering her candy, but the minor refused, police said.
However, on a second occasion, when Paylor offered the girl $10, she lifted the top of her shirt, police said. Paylor attempted to have inappropriate contact with the girl, but before he could touch her, she quickly turned away, police said.
The alleged incidents occurred in the 400 block of High Street between Nov. 1 and Dec. 3, police said, adding that Paylor and the victim know one another.
Paylor was arraigned last week before District Judge Allen P. Page III on two counts of criminal solicitation and one count each of attempted indecent assault, endangering the welfare of a child and corrupting the morals of a minor. He was committed to the Lycoming County Prison in lieu of $35,000 bail.
