Horace H. Higley, 83, Williamsport, passed away March 7, 2013. He was the husband of Joanne C. Spencer, whom he married on Oct. 20, 1955.
Horace was born in Knapp Creek, N.Y., Oct. 4, 1929, the son of the late Frank and Rena Cleveland Higley.
In his lifetime Horace had many occupations; he was a dairy farmer, he also worked for Ingersoll Rand as a laborer, in addition, he was the Chief of Police for Mansfield University. Horace was a member of the Fraternal Order of Police.
He was an avid outdoorsman, enjoying hunting, fishing and camping. He loved to garden and farm. Horace loved old western movies and took great pleasure in raising beagles.
Surviving are his wife, Joanne Higley of Williamsport; his son and daughter-in-law, Michael and JoAnn Higley, Wellsboro and his daughter, Beverly Dochstader, Wellsboro; five grandchildren, Tiffany Dochstader, Cuba, N.Y., Tara Dochstader, Lindley, N.Y., John Blackburn, Oneonta, N.Y., Terriann Higley, Lakeport, Calif. and Lee Higley, Raleigh, N.C.; brother, Milton (Betty) Higley, Indiana, Pa.; two sisters, Laura Ferris, Little Marsh and Louise Niles, Wellsboro. Horace was preceded in death by two sons, Thomas and Donald Higley; brother, Albert Higley; and three sisters, Helen Youmans, Arlene Obourn and Edith Hackett.
