A 49-year-old motorist driving along East Third Street in Loyalsock Township in the middle of the night without his lights on has been charged with driving under the influence of intoxicants for the third time, according to state police.
Richard Baugh Peoples, formerly of the 2400 block of Elwood Crest, was stopped just before 3 a.m. on June 1, state Trooper Joel Miles said,
"His eyes were bloodshot and glassy, and there was an odor of an alcoholic beverage coming from him," Miles said in an affidavit.
At the time, Peoples, operating a Ford Explorer, was driving with a suspended license, Miles said.
Peoples, of 1659 Andrews Place, refused to have his blood drawn, Miles said, adding that the driver showed signs "of high probability that he was over the legal limit."
Peoples, who has two prior drunk driving arrests, was arraigned before District Judge Jerry C. Lepley and released on $3,500 bail.
