The wrong approach

On July 14, the Sun-Gazette ran an article on an endangered fish, the Rio Grande silvery minnows, found in isolated pools in the riverbed near Socorro, N.M. The article goes on to say that the fish's numbers have dropped to the lowest level in more than 20 years. The article also states the U.S. government has spent more than $150 million dollars, in the last decade, trying to save the minnow.
