It's not hard to criticize Gabe Campana for letting the west end of town degrade while residing over a boom in downtown construction. The pool and the Center (Bethune) were places where kids could go to get off the street and away from bad influences. What I recently realized is that downtown commerce can employ people from the west end. Putting more money in their pockets means they can build their own, private swimming pools in their yards. Also, people can save up money and move to nicer areas.
