I don't understand the reasoning; the areas where the expansion of lights to be constructed will beautify the areas. The police blotter might lead to other areas where shootings have happened in the afternoon, when the sun was shining.
You want to prevent crime, invest in your parks, pools, sporting activities, free tickets for Crosscutter games, williamsport football games to the youth, and patrol the high- crime areas on foot or undercover as well as paying informants to assist in prevention.
