Isn’t it better

I just read the article entitled, "Brainless Drivers" from Stephanie Crayton (Aug. 21.) Isn't it better to turn head lights on, not on high beams, during foggy weather, misty rain, snow, sleet, dusk and dawn? Your chances of having an accident would be higher if your headlights weren't turned on at all. And one more thing: Isn't it state law that when you have your windshield wipers on, your headlights have to be on?
