When city Patrolman Robert Williamson approached Merrill Donald Fisher II in the 200 block of West Third Street about 5:30 p.m. on Dec. 23, he could "smell a strong odor of an alcoholic beverage on him 10 feet away."
As Fisher was handcuffed for public drunkenness, the 23-year-old Loyalsock Township man began yelling obscenities and started to kick the officer, police said.
Fisher, of 831 Faxon Parkway, then allegedly head-butted Williamson, injuring the officer's left eye, police said.
The officer forced Fisher to the ground as the drunk man continued to resist by lunging forward in an attempt to get away from Williamson, police said.
After Fisher refused to get up, officers carried him to a cruiser, where he allegedly attempted to spit on one of them, police said.
He initially was taken to police headquarters, but due to his high level of intoxication, an ambulance was dispatched to take him to the Williamsport Regional Medical Center. Also the Lycoming County Prison refused to admit him because of his drunkenness.
At the hospital, Fisher allegedly spit on paramedics who were trying to treat him, police said. Upon being discharged from the hospital, he was arraigned before District Judge Gary A. Whiteman on charges aggravated assault, resisting arrest, disorderly conduct, public drunkenness and harassment. Initially committed to the Lycoming County Prison, he has since been released on $50,000 bail.
