BLOSSBURG - On July 14 the Bradford Tioga Head Start Inc. board of directors met for their meeting in which the focus was for the board to receive governance training.
Governance training is a requirement of the Improving Head Start for School Readiness Act of 2007, also known as the Head Start Act.
The act describes and legislates how Head Start and Early Head Start programs should be governed, specifies the types of individuals who should serve on a governing body and defines their legal, fiscal and fiduciary responsibilities.

Head Start and Early Head Start services are provided in Tioga and Bradford counties by Bradford Tioga Head Start Inc. through a contract with the Department of Health and Human Services.
The Pennsylvania Office of Child Development and Early Learning contracts with the board for Head Start and Pre-K Counts. It is because of these relationships that the board must comply with the Head Start Act's requirements.
One requirement is that the board composition must include individuals with backgrounds in fiscal management, early childhood education, a licensed attorney and a parent of a current or formerly enrolled child. Additional members may be selected for their expertise in education, business administration or community service.
This year's training was provided by Barb Pile, a former Head Start director with more than 10 years in the field, and also is a retired Region III T/TA grantee specialist.
Pile retired in Aug. 2013 and has been consulting and training with programs in the area of program governance. Topics covered include members' legal, fiscal and fiduciary responsibilities; board composition, importance of compliance and shared governance.
