The State of Pennsylvania having 10% and the Federal Government having 25% is again, very simple. The State and Fed Governments benefit from having their internal communities protected from a costly disaster which has political, economical and social consequences.

The Residents of the City of Williamsport benefit greatly from the funds they are given after a disaster. Therefor to prevent future foreseeable disasters, it only makes sense that those who would benefit, help fund.
Some of you will wonder WHY surrounding Municipalities in LYCOMING County pay the lion's share of 40%. EASY! With MANY of them paying for a small portion of the 40% they actually benefit even more (more bang for the buck) and the burden of paying is therefore equally distributed amongst those said municipalities. IE hypothetically 10 municipalities would pay 4% each. In the real world Linden and Nesbit would pay significantly less than Montoursville based simply on the tax base.
garder.....please tell me how the levee in Wmspt helps Muncy. By keeping flood waters from spilling into Wmspt, it only makes it more damaging to those BELOW Wmspt.
I really hope the people selecting choices that include the federal government aren't the same people voting straight republican and tea party to reduce the size of the government.
