do like the do for dogs. put an underground wire around the city. you break the law, you are taken outside the city limits. you try and come back into the city, the permanent unremovable collar give you a few thousand volts.

IT'S ABOUT DANG TIME!!! Memorial Park has some crime, not a lot. The majority of the problem is in areas near Flanigan Park.
I agree Jeff, they should be all over the city, many of the significantly larger cities have them. We have a crime rate that is very comparable to a larger city in respect to size. It's pathetic and honestly, the government here is too worried about tourism and not worried enough about public safety.
The 12% that are concerned with "intrusion of privacy" are protecting criminals or worried about being outed as criminals themselves, I truly believe that.
I don't doubt a few of the 12% are exceptions however.
