Ten people charged with drug offenses

Shawna Risley, 28, of Howard, has been charged by the county’s Narcotics Enforcement Unit (NEU) with delivery of a controlled substance and illegal use of a communication for allegedly selling .97 grams of crack cocaine to an informant for $100 at West Fourth and Poplar streets in the city on Oct. 12. Following her arraignment before District Judge Aaron Biichle, she was released on $25,000 bail.

Michelle Ward, 43, of 324 Park Ave., apartment 8, has been charged by the county’s NEU with delivery of a controlled substance for selling an oxycotin pill for $50 to an informant on Bridge Street in the city on Nov 12, according to court records. Following her arraignment before District Judge Christian Frey, she was released on $15,000 bail.

The county’s NEU has also charged Anthony Jackson, 70, of 424 W. Fourth St., apartment 26, and Eric Wansley, 57, of 400 Lycoming St., apartment 205 with delivery of a controlled substance and illegal use of a communication device for their alleged involvement in selling one gram of cocaine to an undercover office near Cemetery Street and Memorial Avenue on July 14. Wansley faces a second set of identical charges for allegedly selling .6 grams of suspected cocaine to an undercover officer at Thomas and Memorial avenues in the city on Aug. 2. Both men are free on bail following their arraignments before Frey.

Lapeace Upshaw, 42, of 1221 Vine Ave., has been charged by the county’s NEU with delivery of a controlled substance and possession with intent to deliver a controlled substance for allegedly selling an undisclosed amount of crack cocaine to another person for $140 in the 1100 block of Park Avenue in the city, where Upshaw was living at the time, on Sept. 7, court records stated. When authorities raided her apartment two days later, they seized grams of additional crack cocaine, according to an affidavit. Following her arraignment before District Judge William Solomon, she was released on $100,000 bail.

Charmaine Davis, 31, of 454 Center St., apartment 8, has been charged by the county’s NEU with four counts each of delivery of a controlled substance and illegal use of a cellphone for selling ecstasy pills or oxycotin pills in the city on four occasions between Nov. 30 and Dec. 10, investigators alleged. Following her arraignment before Biichle, she was jailed in the Lycoming County Prison in lieu of $50,000 bail.

Also locked up was Jeffrey Kaelin, 42, who was charged by the county’s NEU with possession with intent to deliver a controlled substance and related offenses for allegedly having 35 grams of methamphetamines and 4,5 grams of marijuana in the 700 block of West Edwin Street on Jan. 10, city police said. Following his arraignment before Frey, he was jailed in lieu of $25,000 bail.

Frey also arraigned Moranda Schon, 31, of 610 Lycoming St., apartment 7D, on two counts each of delivery of a controlled substance and illegal use of a communication device that were filed by the county’s NEU after she allegedly sold from her apartment fentanyl to an informant on Oct. 20 and Nov.1, court records stated. She is free on $25,000 bail.

Teena Keller, 51, of Coatesville, Chester County, has been charged by state police with possession of a controlled substance and contraband after she was caught with a bag of heroin mixed with fentanyl when she was being incarcerated on a state parole violation at the state Correctional Institution at Muncy on Route 405 Dec. 3, according to court records. She has been incarcerated in lieu of $25,000 bail on these charges.

Jeffrey Swank, 57, of 104 Second St., Montgomery, has been charged with possession with intent to deliver and related offenses after state troopers discovered two potted marijuana plants in his home while they were investigating a possible burglary there on Aug. 10, 2020. He is free on $35,000 bail.
