Williamsport parents of three children face child endangerment charges

When Will police and a caseworker with the county’s Children and Youth Department entered the home of Kwane Hall, 29, and Dominique Scott, 28, at 1631 Catherine St. about 10 a.m. Tuesday, they found “deplorable conditions with food, garbage and dirty dishes throughout the apartment,” according to an affidavit. Authorities had been dispatched to the neighborhood after the couple’s 4-year-old son was discovered “wandering unattended in the middle of the street” with no shoes or socks and shirtless, the court document stated. Scott and Hall were found sleeping on a couch in the living room, unaware that their son was missing, police said. The couple’s two daughters, ages 7 and 8, were not in school, but were upstairs sleeping, police added. Just like the first floor, conditions on the second floor were not fit to live in, the affidavit stated.
The city’s Codes Department also responded to the scene. While the children were last reported to be left in the protective custody of Children and Youth, Hall and Scott were each arraigned before District Judge Aaron Biichle on three counts of endangering the welfare of children and one count of recklessly endangering another person. Both were released on $25,000 bail each.
