16 charged for various crimes

Sixteen people have been charged with various offenses, according to court records. Those charged and the police departments involved were:

• Lamarr Allen Strothers, 39, of 423 Louisa St.; city police; possession of PCP and public drunkenness in the 400 block of Hepburn Street on Friday; jailed in lieu of $20,000 bail.

• Sean Anthony Smith, 50, of 326 Bridge St.; state police; possession with intent to deliver crack cocaine and related offenses for his alleged involvement in three drug sales, all in the 600 block of Hepburn Street, on Jan. 5, Jan. 16 and March 14; jailed in lieu of $95,000 bail.

• Michael A. Dredden, 25, of 1508 Scott St.; city police; possession of marijuana and drug paraphernalia at his home on March 12; released on $7,500 bail.

• Lycoming County Prison inmate Gayle J. Ginanni, 50, of Hazleton; the county’s District Attorney’s Office; aggravated assault, simple assault and harassment for allegedly assaulting a corrections officer by digging her nails into the officer’s right arm on March 12; recommitted in lieu of $15,000 bail; initially jailed for violating a protection from abuse order.

• Lily A. Dugan, 20, of 653 Hepburn St.; Old Lycoming Township police; misdemeanor shoplifting for allegedly stealing $43 worth of merchandise from the Weis Market, 1916 Lycoming Creek Road, on Feb. 27; sent a summons to appear before a district judge.

• Richard John Zabelka, 48, of 353 W. Third St.; Old Lycoming Township police; theft, receiving stolen property and trespassing for allegedly stealing copper coils and copper pipe from ARC Heating and Service Co., 4468 Lycoming Creek Road, Hepburn Township, on Feb. 24; sent a summons to appear before a district judge.

• Convicted felon Terrance R. Coombs, 40, of 541 Market St.; city police; convicted felon not to possess a firearm after he posted on Instagram a video of himself allegedly firing a rifle inside National’s Range and Armory, 531 Washington Blvd., on Feb. 22; released on $10,000 bail.

• Gregory Edward Geis, 60, of 593 Pleasant Stream Road, Trout Run; state police; DUI and careless driving following a crash on Route 14 in McIntyre Township on Feb. 13.

• Marsha A. Taylor, 52, of 338 Campbell St; Montoursville police; theft and receiving stolen property for allegedly stealing cash from Nikkita Buxton’s wallet after Buxton accidentally left the wallet at Walmart, 1015 N. Loyalsock Ave., on Feb. 2; released on $5,000 bail on these charges, but jailed on state parole violation.

• Chad Allen Losell, 46, of 2256 Cambridge St., DuBoistown; DuBoistown police; two counts each of theft and receiving stolen property for failing to reimburse two clients, William Robleski and the Pennsylvania College of Technology Health Information Association, money that was owed them after Losell allegedly failed to complete orders the clients submitted to his business, Right Side Up Graphics and Apparel, located in the borough, earlier this year; sent a summons to appear before a district judge.

• Motorist Intisar N. Martin, 40, of 928 W. Fourth St.; city police; fleeing following an incident at West Fourth and Campbell streets on Jan. 15; released on $2,500 bail.

• Mark A. Steinbacher, 31, of 139 Nisbet Terrace, Nisbet; Montoursville police; DUI on Broad Street in the borough on Dec. 29; released on $2,500 bail.

• Daniel Navieh, 36, of 520 Vine St., Montoursville; city police; possession of six bags of heroin and drug paraphernalia at Washington Boulevard and Henrietta Street on Dec. 12; released on $5,000 bail.

• Bilal Andrew Blackwell, 31, of Philadelphia; city police; possession with intent to deliver 66 bags of heroin and 29 bags of crack cocaine in the 600 block of Second Street on Nov. 24; jailed in lieu of $50,000 bail.

• Emmanuel Cradle, 18, of 1670 Randall Circle; possession of marijuana and drug paraphernalia at the Williamsport Area High School, 2990 W. Fourth St., on Nov. 17; released on $2,500 bail.

• Vernon Newsome Jr., 32, of Philadelphia; state police; delivery of 2.2 grams of crack cocaine and related offenses in the 1200 block of West Fourth Street on Nov. 1; jailed in lieu of $100,000 bail.
