25 charged with various crimes in Tioga County

MANSFIELD –Twenty people have been charged with various criminal offenses, according to court records. Those charged and the law enforcement agencies involved were:

•David Terry Koch, 32, of 76 S. Main St.; Mansfield University Police; not driving under schedule I controlled substance, false identification to law enforcement, possession of marijuana for personal use, careless driving, driving without valid licensensing, after allegedly striking a curb and having 1.8 grams of marijuana in vehicle at his residence on Oct. 17. His jailed on $15,000 bail and is scheduled for preliminary hearing on Oct. 30 in front of Judge Carlson.

•Alan Michael Starks, 26, of 15324 Route 6; state police; aggravated assault, aggravated assault by vehicle, simple assault, harassment, after allegedly striking Katlynn Wheaton with his vehicle at his residence on Oct. 17. He is jailed on $7,500 bail with a scheduled preliminary hearing on Oct. 30 in front of Judge Carlson.

•Logan Cole Dondero, 22, of New York; Mansfield University police; possession of controlled substance, possession of marijuana, use of/possession with intent to use drug paraphernalia, unlawful acts of driving without equipped muffler, unauthorized transfer or use of registration, driving while privileges suspended, operation of vehicle without financial responsibility, after allegedly not having proof of insurance or vehicle registration and having 2.5 grams of marijuana with pipes in vehicle on Clinton Street on Oct. 16. He is jailed on $5,000 bail and is set to go before Judge Carlson on Oct. 30 for a preliminary hearing.

•Dylan Thomas Kmitch, 19, of Hamburg, New York; Mansfield University police; possession of small amount of marijuana, after allegedly having 2.2 grams of marijuana in his vehicle along Laurel Drive on Oct. 5. He was sent a court summons and to appear in front of Judge Carlson on Nov. 13.

•Elliot Richard Colegrove, 38, of 163 Clinton Street; state police; DUI, driving on roadways lined for traffic, careless and reckless driving, after allegedly swerving in his lane with a BAC of 0.186 on Morris Run Road on Sept. 27. He was sent a court summons to appear before Judge Carlson on Oct. 30.

•Timothy P. Dempsey, 59, of 3829 Lambs Creek Road, state police; DUI, driving on roadways lined for traffic, careless driving after driving with BAC of 0.165 at the North Williamson Road and Cowan Road intersection on Sept. 27. He was sent a court summons to appear before Judge Carlson on Nov. 27.

•Tyler Mark Moran, 28, of Wellsboro; state police; forgery, theft by deception, receiving stolen property, unauthorized use of vehicles, after allegedly stealing and forging signatures on checks totaling $5,500 and driving a vehicle without permission in Richmond Township on Sept 25. He is jailed on $50,000 bail and had a formal arraignment on Oct. 9.

•Kelly Lareen Gilbert, 28, of Covington; state police; DUI, driving on roadways lined for traffic, careless and reckless driving, restriction on alcoholic beverages, after allegedly having a BAC of 0.167 at the intersection of Cherry Flats Road and Canada Road on Sept. 24. She was jailed on $2,500 and her preliminary hearing was waived.

•Chelsea Lynn Duncan, 29, of 130 Bucktail Road; state police; DUI, driving on right side of roadway, driving on roadway lined for traffic, careless and reckless driving, after allegedly having a BAC of 0.167 at the intersection of South Main Street and Route 660 on Sept. 14. She was sent a court summons and to appear before Judge Carlson on Oct. 16.

•Adam Thomas Fee, 18, of 125 Clinton St.; Mansfield University police; harassment, after allegedly threatening to slit Angelina Patterson’s throat at Mansfield University between Sept. 9 and Sept. 13. He was sent a court summons and to appear before Judge Carlson on Oct. 23.

•Jonathan Telles Beserril, 26, of Crisfield, Maryland; state police; controlled substance, drug, device and cosmetic act, after allegedly smoking marijuana and driving on Route 15 on Sept. 4. He was sent a court summons and to appear before Judge Carlson on Nov. 6.

•Colin Anthony Esposito, 19, of Williamsport; state police; controlled substance drug, device, cosmetic act, duty of driver in emergency response areas, after allegedly not pulling to left lane where a traffic stop was being issued on Route 15 on Aug. 31. He was sent a court summons and to appear before Judge Carlson on Nov. 16.

•Weston Clifford Root, 35, of Millerton; Blossburg police; simple assault and harassment, after allegedly smashing Tina Witucki’s phone and throwing her into the hallway wall at 2282 N. Williamson Road on Aug. 27. He was jailed on $2,500 bail and his preliminary hearing was waived.

•Richard Allan Poulin, 31, of Blossburg; state police; DUI, turning movements and required signs, careless driving after allegedly swiping the guiderail and driving with a BAC of 0.248 on South Main Street on July 11. He was jailed on $2,500 bail. The preliminary hearing in front of Judge Carlson was waived.

•Dana Renee Jones, 30, of 65 Sherwood St.; state police; DUI, driving on roadways lined for traffic, careless driving, after allegedly having a BAC of 0.131 and driving on Route 15 on June 23. She was jailed on $2,500 bail and her preliminary hearing was waived.

•Malissa Kay Robbins, 47, of Blossburg; state police; DUI, driving on right side of roadway, driving on roadways lined for traffic, maximum speed limits, careless driving, after allegedly driving 60 to 65 miles per hour in a 45 miles per hour zone with a BAC of 0.158 on East Hill Road on June 21. She was jailed on $2,500 bail and her preliminary hearing was waived.

•Mary Santiago, 59, of Troy; state police; DUI, registration card to be exhibited on demand, required financial responsibility, driving on roadways lined for traffic, careless driving, after allegedly not giving the officer her registration in Rutland Township on June 13. She was jailed on $2,500 bail and her preliminary hearing was waived.

•Tami Lynn Gasper, 32, of 30 Blacktop Lane; state police; controlled substance drug, device, cosmetic act, windshield obstruction, after allegedly driving with tinted windshields with a baggie of marijuana and pipes in her vehicle on Route 15 on May 21. She was sent a court summons and to appear before Judge Carlson on Nov. 6.

•Angela Marie Wilkins, 40, of Mainesburg; state police; DUI, display of registration plate, careless and reckless driving, after allegedly having a BAC of 0.249 on Moore Road and Hollow Road on Route 6 on April 9. She was jailed on $2,500 bail and her preliminary hearing was waived.

•Jackie Leigh Moran Jr., 32, of Blossburg; Blossburg police; forgery, theft by unlawful taking, receiving stolen property, after allegedly writing 10 checks totaling $1,670 at 34 Cummings Mills Lane on Nov. 29 of 2018. He was sent a court summons and to appear before Judge Carlson on Nov. 13.

WELLSBORO– Five people have been charged with various criminal offenses, according to court records. Those charged and the law enforcement agencies involved were:

• Zachariah Brian Luczak, 29, of 30 Charles St.; Wellsboro police; aggravated assault, strangulation, harassment, after allegedly choking and punching girlfriend at his residence on Oct. 1. He is jailed on $5,000 bail and will appear before Judge Repard on Oct. 28 for a formal arraignment.

• Logan Frank Cadek, 25, of 4084 Cornell St., and Nathan Randall Phillips, 29, of 25 Charleston St.; Wellsboro police; use/possession of drug paraphernalia and duties at a stop sign, after allegedly not stoping at a stop sign and having pips and a grinder in their vehicle at the intersection of Charlson and Cone Streets on Sept. 19. Both received court summons and will appear before Judge Repard on Oct. 22 for a preliminary hearing.

• Robert Ugene Williams III, 40, of 23 W. Avenue; state police; theft by unlawful taking, receiving stolen property, after allegedly holding money, $409. 24, from employer until they got paid in Charleston Township on Aug. 9. He was sent a court summons and is to appear before Judge Repard on Oct. 29 for his preliminary hearing.

• Hayley Kathleen Maciel, 23, of Massachusetts; state police; DUI, registration and certificate title required, driving on roadways lined for traffic, careless driving, after allegedly having a BAC of 0.088 on Bloss Mountain Road on Aug. 3. She was sent a court summons and is to appear before Judge Repard on Nov. 1 for a preliminary hearing.
