City man nabbed with several narcotics, cash

City Patrolman Tyson Minier spotted a man walking east between houses moments after another officer reported a person had bolted from a vehicle that he had stopped at Fifth and Park avenues, a little more than a block south, just before 6 p.m. Monday. The individual in Minier’s sight matched the description of the suspect who fled from the car.

The man stopped and sat on a set of front porch steps in the 600 block of Fourth Avenue. Minier, in an officer’s uniform, got out of his cruiser and approached the individual.

“I told him not to run, but he disregarded that and immediately began running north on Fourth Avenue,” darting through yards and across heavily-traveled High Street, Minier said in an affidavit.

With the officer chasing him, the suspect, identified as Timothy Kelly, 28, of 53 Washington Blvd., suddenly stopped and gave up in a backyard at 942 High St., police said.

“He threw a pill bottle in on the ground,” said Minier, who recovered it.“It had an obliterated label and contained a large amount of pills” that turned out to be “69 pills, mainly oxycodone, but a few alprazolam mixed in,” the officer said.

In searching Kelly, officers also recovered 5.6 grams of cocaine, packaged in a distribution bag, several bags of marijuana and an estimated $2,300 in suspected drug money, Minier said.

During questioning by police, Kelly said he was “often the middle man for others in their efforts to obtain drugs, but that he never sold them personally,” the officer wrote in the affidavit.

Arraigned before District Judge Christian Frey on two counts of possession with intent to deliver a controlled substance, three counts of possession of a controlled substance, tampering with evidence and possession of drug paraphernalia, Kelly was committed to the Lycoming County Prison in lieu of $125,000 bail.

Charges lodged against Montoursville area man

Harrington Kershner IV, 49, of 271 Arlyne Ave., Montoursville, has been charged with multiple felony and misdemeanor charges for allegedly having inappropriate contact with two female juveniles, according to state Trooper Jamesan Keeler.

The incidents involved Kershner “kissing the girls on the mouth in an inappropriate manner on numerous occasions,” the trooper alleged in a criminal complaint.

Kershner also “tickled the girls under their arms ….sometimes holding them down and refusing to let them go,” Keeler said.

The alleged incidents occurred between March 1 and June 18 at a home in Fairfield Township.

Kershner was arraigned Tuesday before District Judge Gary Whiteman on a total of 10 charges, including two counts each of indecent assault, endangering the welfare of a child and unlawful contact with a minor and four counts of corrupting the morals of a minor. He remains jailed in lieu of $25,000 bail.

Four charged with various drug offenses

Devaun Smith, 31, of 1543 Northway Road, apartment 4, has been charged by the county’s Narcotics Enforcement Unit with possession with intent to deliver a controlled substance for allegedly selling 1.64 grams of crack cocaine to an informant for $150 on Lincoln Drive in Loyalsock Township between late June and July 7. He remains incarcerated in lieu of $50,000 bail.

Amber Terry, 28, of 417 Allen St., has been charged by state police with possessing marijuana and drug paraphernalia at Cummings and Pearl streets in the city about 2 a.m. on July 5. She is free on $1,500 bail after waiving her preliminary hearing.

Shaun Wettlaufer Jr., 43, of 422 Brandon Ave., has been charged by city police possession of methamphetamine and possession of drug paraphernalia following a domestic disturbance with his girlfriend at her home at 422 Brandon Ave. about 8:10 p.m. on May 3. He admitted to police that he used the drug just days ago.

“I knew you were back on that (expletive),” his girlfriend allegedly told him. Wettlaufer waived his preliminary hearing last week and is free on $20,000 bail.

In another drug case, Salena Yingling, 25, of Lock Haven, also waived her preliminary hearing this week on Montoursville police charges of possession of methamphetamines and possession of drug paraphernalia in the 700 block of Broad Street on Oct. 23.

She is free on $5,000 bail.
