Williamsport man faces cruelty to animal charge

Hixson Pears, of 1547 Louisa St., has been charged by the local chapter of the SPCA with cruelty to animals for “punching and kicking a small dog” on his property on July 23, according to court papers at Frey’s office.

A neighbor alerted the agency after witnessing Pears allegedly commit the abuse, an affidavit stated. The SPCA has had previous contacts with Pears concerning the welfare of the dog, including one on June 1 when a humane officer went to Pears’ home and Pears slammed the door in the officer’s face, shouted profanities and told the officer to get off his property, the court document stated. He has been sent a summons to appear before the judge.
