Theft, harassment among variety of charges lodged in Lycoming County district courts

Three charged with shoplifting in separate cases

Angelina Irizarry, 48, of 619 First Ave., has been charged with felony shoplifting, evading arrest and public drunkenness after allegedly stealing a $2 screwdriver from Home Service Beverage, 419 Fifth Ave., about 2 p.m. on Oct. 4, according to city police. When she was spotted on Park Street, a few blocks south, she started running even when an officer ordered her to stop, it was stated in an affidavit. She was soon apprehended, police said. She already has two shoplifting convictions, police said. Following her arraignment before District Judge William Solomon, Irizarry was committed to the Lycoming County Prison in lieu of $15,000 bail.

In another case, three-time convicted shoplifter Shelby McHenry, 32, of 4015 Route 442, Muncy, has been charged yet again with the same offense plus one count of receiving stolen property for stealing an estimated $167 worth of merchandise from the Weis Market at 1272 E. Penn St., Muncy, between July 3 and Aug. 22, it was alleged by state police. She has since waived her preliminary hearing and is free on $15,000 bail.

In another case, on the afternoon of April 25, Clyde Francis Burgit, 32, of 944 Broad St., Montoursville, was nabbed as he attempted to leave Walmart, 1015 N. Loyalsock Ave., with close to $300 worth of merchandise that he had hidden in a baby stroller that he brought with him into the store, it was alleged in an affidavit. Inside the stroller were baby food and clothing as well as adult clothing and a blanket, police said. Charged with misdemeanor shoplifting, Burgit has waived his preliminary hearing before Whiteman and is free on $5,000 bail.

Unityville area man allegedly pointed gun at wife

Christopher Leonard, 41, of 3175 Cleman Hollow Road, Unityville, has been charged with simple assault after he pointed a handgun at his wife during an argument in the 6700 block of Route 118 in Franklin Township about 11:50 p.m. on Sept. 30, state police alleged in an affidavit. Following his arraignment before District Judge Gary Whiteman, Leonard was initially jailed, but has since been released on $7,500 bail.

Second person charged in theft case

A bench warrant was expected to be filed for Britney Ann Friend, 37, of 815 W. Fourth St., after she failed to appear for a preliminary hearing to face city police charges of access device fraud and theft that stem from an incident in which she and Jamarr Ritter stole a wallet from Wendy’s on Maynard Street on Dec. 31 and used the victim’s credit cards to make purchases at other businesses, it was alleged in an affidavit filed at the office of District Judge Christian Frey. Friend bought cigarettes with one of the stolen credit cards, and she and Ritter attempted to buy lottery tickets with the cards, but the sale was denied, police said. Ritter, 33, of 1612 Elmira St., has already been charged with the same offenses and is free on $10,000 bail.

Muncy woman faces charges following incident with juveniles

Criminal charges have been lodged against Trina Mae Bogart, 46, of 36 S. Main St., Muncy, after she approached four juveniles and offered to sell them marijuana and then threatened their lives, telling them she would slit their throats in the first block of East Water Street on Aug. 2, Muncy police alleged in an affidavit. At the time Bogart was wearing a camouflage hat that had “felon” written on it, it was stated in the court document. “That’s what I am,” Bogart told the juveniles, referring to the word on her hat, police said. “I threatened to burn down a trailer park,” she told the minors, police added. It was also alleged that she made racial slurs at one of the juveniles, police said. Charged with terroristic threats, corrupting the morals of a minor, disorderly conduct, harassment and possession of marijuana, Bogart has waived her preliminary hearing before District Judge Allen P. Page III and is free on $5,000 bail.

Convicted felon locked up on new set of charges

Convicted sex offender Northey Wilbur Dean, who is currently homeless, is back behind bars on three state police felony counts of failure to register with authorities after he failed to notify law enforcement of changes in his home address as well as his employment status, according to court papers.

Convicted in 1998 of rape and other sex offenses, Dean, 51, is required by law to notify state police of any changes in his residence and employment, but he allegedly failed to do so. Law enforcement determined this as sheriff deputies were attempting to locate him earlier this year because he was wanted on a bench warrant for failure to appear for a hearing in which he faced a shoplifting charge, it was stated in an affidavit. It was learned that Dean was supposedly living in Harrisburg, but he could not be located.

Dean had also been employed at a downtown business in late 2023, but he had not been there since the end of January, and authorities had no record of the change. He has since been arrested in Cumberland County, brought back here and arraigned before Whiteman on the new felony charges. He has since waived his preliminary hearing before Whiteman and remains incarcerated in lieu of $15,000 bail.

State police charge man with stealing woman’s belongings

Nathaniel Park, 24, of Auburn, Schuylkill County, has been charged with theft for stealing an estimated $4,400 worth of clothing and shoes from a woman’s city home at 652 Fifth Ave. in late July, state police alleged in an affidavit. The theft was discovered following a domestic disturbance that took place at an undisclosed location, police said. All the woman’s possessions were discovered in four large trash bags inside Park’s 2018 Subaru Impreza and were eventually returned to her, police said. Park has waived his preliminary hearing before District Judge Aaron Biichle and is free on $2,500 bail.

Seven charged with drug offenses in multiple cases

Dylan Michael Fisher, 29, of Lock Haven, has been arrested on drug charges after nearly 545 grams of marijuana were discovered inside his BMW 528i which city police impounded on Oct. 1 after an officer detected a strong odor of the controlled substance inside the car, according to an affidavit. Niko, a K-9 trained to detect narcotics, was brought to the scene and also reacted as his handler walked him around the vehicle, it was stated in the court document. Police had stopped Fisher in the 300 block of Hepburn Street “for two improper turn signals,” the affidavit stated. Officers obtained a search warrant for the vehicle immediately after it was impounded. Following his arraignment before Frey on charges of possession with intent to deliver a controlled substance, possession of a controlled substance and possession of drug paraphernalia, Fisher was released on $25,000 bail.

In another case, Niko again played a role in yet another incident; this one involving Stephen Hindman, 56, 1422 W. Fourth St., whose vehicle city police stopped in the 1900 block of West Fourth Street about 8 p.m. on Jan. 1, it was stated in an affidavit. After an officer immediately detected a strong odor of suspected marijuana coming from the car, the K-9 was brought to the scene and “reacted” as he was walked around the vehicle, police said. Hindman refused to give his consent to officers to search the car, so it was impounded and searched after police obtained a search warrant, the court document stated. Officers seized “two grams of cocaine and a ceramic marijuana bowl” from the vehicle. Arraigned recently before District Judge Kirsten Garden on charges of possession of a controlled substance and possession of drug paraphernalia, Hindman was released on $2,500 bail.

In another case, Jackie Alexander Drummond, 56, of 1037 Dewey Ave., has been charged by the county’s Narcotics Enforcement Unit with delivery of a controlled substance after he sold what he “advertised” as $100 worth of crack cocaine to an informant in the 700 block of High Street in the city on June 10, according to an affidavit filed by a detective with the county’s Narcotics Enforcement Unit (NEU). However, inside the bag sold to the informant was a rock, not cocaine, investigators said. Following a recent preliminary hearing before Biichle, Drummond was held for court on the charge and remains free on $50,000 bail.

In another case, when Kevin Eugene Rooker arrived at 632 Cherry St. in the city on Aug. 2 to buy $100 worth of methamphetamine from alleged drug dealer Anthony Stockman, he knocked on the front door, it was stated in an affidavit. A detective assigned to the county’s NEU, who was executing a search warrant at Stockman’s house, opened the door. Rooker, 40, of 1635 Route 442, Muncy, suddenly “dropped a glass case containing fentanyl and methamphetamine,” according to the court document. Rooker admitted he was there to buy drugs, investigators said. Charged with two counts of possession of a controlled substance, Rooker was held for court on the drug charges following a hearing before Biichle and remains free on bail. However, Stockman, 30, remains incarcerated in lieu of bail on several felony drug charges filed by the narcotics unit.

The drug unit also arrested Nicholas Maxson, 37, and his wife, Julie Elizabeth Maxson, 32, and charged them both with one felony count of delivery of a controlled substance after an estimated 70 grams of methamphetamine were discovered in their South Williamsport home at 493 Winthrop St. during a search of the property to which Julie consented on June 27, according to an affidavit. The two were arraigned before Whiteman. Nicholas remains incarcerated in lieu of $25,000 bail while his wife, initially jailed, is now free on $10,000 bail. Nicholas Maxson is also facing South Williamsport police charges of DUI and possession of drug paraphernalia following a crash in which he “wrecked his van” at West Mountain Avenue and Percy Street about 12:30 a.m. June 2, according to court records. Police said a blood test revealed methamphetamine and fentanyl in his system at his time. He is free on $5,000 bail on these charges, but is still jailed on the NEU charges.

In another NEU case before Biichle, Vincent Hogan, 64, of 457 Grant St., has been charged with possession of a controlled substance for having an undisclosed amount of methamphetamine with him near Park Avenue and Center Street in the city on Aug. 2. He has waived his preliminary hearing and remains free on $5,000 bail.
