Several arraigned before Lycoming County district judges on array of charges

Three arrests made in separate domestic disturbances
After the woman regained consciousness, she feared Jason Grant Koch, 49, of 119 Humes St., Jersey Shore, would “continue to hurt her so she crawled into the bathroom,” locked the door and called 911, it was stated in a Lycoming Regional police affidavit.
A 911 dispatcher who took her call about 9:10 p.m. on Jan. 29 could hear her crying and wailing, and dispatched officers to Koch’s home at once.
It is alleged that during the disturbance in his home, Koch struck the woman in the back of her head, knocking her unconscious for an unknown period of time, police said.
Taken into custody on charges of simple assault and harassment, Koch was arraigned before District Judge William Solomon and committed to the Lycoming County Prison in lieu of $25,000 bail.
In another case brought before the judge, Thomas Garnett Burk, 63, of 124 Brandon Place, was arraigned on charges of strangulation and simple assault for using “his forearm to apply pressure to a woman’s throat, causing her to have difficulty breathing” during a disturbance in his home about 9:40 p.m. Jan. 29, it was alleged in city police criminal complaint. On Jan. 28, Burk “intentionally held a hot pan to the woman’s arm, police alleged. Burk was locked up in lieu of $50,000 bail.
In another case, Dustin Dewaine Keller, 43, of 35 Smith Lane, Linden, will face further court action on series of Lycoming County Regional police charges stemming from a disturbance in which he is alleged to have tried to strangle in a female acquaintance in a car in the 100 block of Smith Court Circle in Piatt Township about 10:50 p.m. on Jan. 2, it was alleged in an affidavit. The couple was returning home from a club and got into an argument over Keller giving away prize money Keller had won that evening at the club, police said. Following his arraignment before District Judge Kirsten Gardner on charges of felony strangulation, recklessly endangering another person, simple assault, resisting another and harassment, Keller was initially jailed, but has since been released on $50,000 bail.
Pound of marijuana seized from vehicle in Hughesville
After stopping Dustin Myers’ 2007 Pontiac Grand Prix for a burned out license plate light on East Water Street in Hughesville about 12:10 a.m. on Jan. 30, the state trooper detected “a strong odor of marijuana coming from the vehicle,” according to an affidavit. After initially denying that he had marijuana in the car, Myers, 26, of 280 Loophill Road, Hughesville, admitted that there was some in the vehicle, the affidavit stated. This admission came after the trooper spotted suspected marijuana in a slightly-opened safe on the rear passenger seat, police said. “Not going to lie to you sir, that’s all I got on me,” Myers said as he consented to allowing the trooper to search the vehicle. The trooper seized an estimated one pound of marijuana, the court document stated. Arraigned before Solomon on charges of possession with intent to deliver a controlled substance, possession of a controlled substance and possession of drug paraphernalia, Myers was initially jailed, but has since been released on $25,000 bail after waiving his preliminary hearing last week.
Three face felony charges in stolen-check case
Dhakwan Kelly, 32, and Angel Norfleet, 22, both of 2500 Federal Ave., along with Amya Kidd, 21, of 700 W. Edwin St., have waived their preliminary hearings before District Judge Christian Frey on felony charges stemming from a scheme which began with Kelly stealing two checks – one for $1,742 and another for $1,783 – from a construction business on Freedom back in late October 2023, when he was employed there “to clean work vehicles,” it was alleged in an city police affidavit.
Once the checks were stolen, Kelley gave them to Norfleet and Kidd, police alleged, adding that Kidd actually tried to cash them at local banks. All three have been charged with one count each of conspiracy to theft and attempted theft, police said, adding that the threesome are free on $10,000 bail each.
NEU investigation results in three getting arrested on drug charges
Daniel Franklin Zeigler, 43, and Tamera Jean O’Donnell 48, both of 512 Grier St., were jailed on drug charges after members of the county’s Narcotics Enforcement Unit (NEU) executed a search warrant at their apartment on Jan. 29 and seized three grams of methamphetamine and a small amount of cocaine, according to an affidavit. Investigators discovered evidence of text messages that indicated that Zeigler, now living at 846 ½ Diamond St., had “extensive conversations (with Joshua Fox) regarding the sale of methamphetamine,” the affidavit stated. Both he and O’Donnell were arraigned before District Judge Christian Frey on charges of possession with intent to deliver a controlled substance and conspiracy. Zeigler was committed to the county prison in lieu of $75,000 bail while O’Donnell was incarcerated in lieu of $50,000 bail.
Fox, 33, of 1027 Hepburn St., was arrested Monday on NEU charges of possession with intent to deliver a controlled substance and possession of drug paraphernalia after investigators discovered him with 20 grams of methamphetamine and a digital camera when they took him into custody on a bench warrant at Vine Avenue and Grier Street on Jan. 28. After Fox gave a detective permission to look through his cellphone messages, the detective discovered message conversations he had with Zeigler in which he stated he “needed two ounces; one for wholesale and another to sell in small amounts,” the affidavit alleged.
