Flood waters breach river, roads; fair weather nears in region

Continued rainfall has pushed floodwaters into the basements of county residents, but a lull in showers today and an even drier weekend is expected to help the waters recede.
At flood-prone areas in Lycoming County, some residents have voluntarily evacuated their homes.
However, municipality evacuation sites have not yet seen use, and county stream gauges are showing receding waters, according to Kelle Robinson, training and operations coordinator in the county’s emergency management department.
“This is definitely not the level of flooding that we’ve seen in the past two events,” Robinson said. “We have several watersheds where we’ve noticed on the stream gauges that they have started to recede. Even if there’s more rain coming, it’s good that it’s going down before it comes back up again.”
According to stream gauges at watersheds across the county, local creeks and the West Branch of the Susquehanna River are far from reaching highmarks seen during past floods.
Evacuation sites at the Hepburn Township Fire Department and Hughesville High School are available to those who are unable to stay in their homes from increased water levels, and the Red Cross is standing by for those who need immediate help.
“Shelter supplies are ready to go,” said Steve Leauber, disaster program manager with the Red Cross. “We are monitoring what’s going on.”
Both state- and township-owned roads have seen closures, but Robinson said the information is constantly changing with township roads. Residents should keep in touch with their local officials for updates, she said.
“The roads closed with the heavy rains because of ponding and when the rains slow down, they open back up,” she said. “If you are uncertain of what to do, you can call your municipal elected officials.”
While today looks like a dry day, according to John Banghoff, meteorologist with the National Weather Service in State College, Friday is expected to have potentially strong winds and another quarter to a half-inch of rainfall.
Because of the approximate 7 inches of rain the county already has seen, saturated soil could cause a problem, he said, along with the expected wind.
“If the winds get strong enough, saturated soil could help the trees fall like toothpicks,” Banghoff said.
Lycoming’s rainfall falls in line with that in surrounding counties, he said, with rainfall and flooding increasing exponentially toward Hershey in southcentral Pennsylvania.
By the weekend, the rain is expected to have another lull, with temperatures in the low 80s and sunshine. Banghoff warns that even with sunny weather, drivers should remember not to drive through flooded roads.
“It takes 6 inches to sweep someone off their feet and 12 to 18 inches to lift any car, no matter how big,” he said.
