County commissioners seeks $1.6M for 10 housing programs

The Lycoming County planning department announced Tuesday the various housing programs and projects for which the county could receive up to $1.6 million in funding from the state Housing Affordability Fund, pending the commissioners’ approval today.

Jenny Picciano, community development and lead planner, presented 10 housing programs and projects and the prospective level of funding for each to be submitted to the state, should the commissioners approve the list.

They follow:

• City of Williamsport, Park Avenue Neighborhood Rental Rehabilitation Program, $200,000

• Greater Lycoming Habitat for Humanity, Building Stability One Home at a Time, $55,000

• YWCA Northcentral PA, Liberty House, $70,000

• American Rescue Workers, Rental Assistance Program, $100,000 to $120,000

• STEP Inc., Supportive Housing Program, $200,000 to $300,000

• Transitional Living Centers Inc., Master Leasing Program, $200,000 to $300,000

• STEP Inc., Regional Homes-in-Need Program, $300,000 to $480,000

• STEP Inc., Urgent Need Home Repair Program, $25,000 to $75,000

• Roads to Freedom, Freedom Village, $350,000

• Gatesburg Road Development, Clark Street Senior Housing Project, $100,000

None of the projects are guaranteed funding, and the application process is a competitive one, Picciano said.

The county should know by spring which projects will receive funding, she added.

The commissioners also will take action on making changes to county personnel, reclassifying a clerk in the coroner’s office to a deputy coroner as well as eliminating a part-time deputy coroner.

Other items to be considered include professional service agreements with multiple public defenders for legal services in the courts, the Emergency Management Performance Grant Program agreement, Polycom Clariti (video-conferencing software) purchase and installation for $32,525 and more.

The commissioners will meet at 10 a.m. today in Executive Plaza.
