Grafius Run damage at $5 million
Grafius Run may have caused enough property damage over 10 years to generate a flood-mitigation project.
“We reached the threshold, I think, with $5 million of total damage assessed from 85 surveys returned in the 280-property zone of Williamsport,” said Jason Fitzgerald, president of Penn Strategies Inc., a city consulting firm.
Now, it will be turned over to state Department of Environmental Protection to determine, he said.
“We had a good survey and return rate,” he said, adding 30 percent took the survey.
Average residential loss was $10,000, he said, adding that individuals in the 1300 block of Market Street provided a $100,000 estimate and the former Mater Dolorosa Church property in the 600 block of Hepburn Street reported $95,000 in damage.
A construction business on Freedom Road listed $2 million worth of damage over the years, according to the survey.
One potential solution on its own is estimated to cost $1.6 million, he said.
The city and Loyalsock Township might get a levee, a retaining pond, better drainage systems and inspection and replacement of stormwater systems, Fitzgerald said.
The project would then need to be requested in the state capital budget, before it is put out to bid, he said.
Doug Hill, project development chief with DEP, is scheduled to see the report Wednesday.
“We are very pleased with the level of community participation and will keep the public informed of the next steps,” Fitzgerald said.
