Supervisors award $1.93M in contracts, adopt budget

PENNSDALE — The Muncy Township Supervisors awarded the general contract and trade professional contract Wednesday night for about $1.93 million in renovations to its township building. They also adopted a no-tax-hike budget.

Notice to proceed with the contracts is for today, according to Thomas Schaech.

The general contractor low-bid of $1,364,771 was accepted and the contract was awarded to Hepco Construction Inc.

The company will oversee the renovation to the building constructed in 1996. Extensive electrical, heating and air conditioning, plumbing and additional construction such as an added garage and added first-floor space are anticipated in the project.

A representative with Anthony Visco Architects was in attendance to go over the design specifications.

The other trade company contracts included K.C. Larson, plumbing, $169,500, and Myco Mechanical for heating, air conditioning and ventilation, $284,000.

Once construction is finished, the building will provide space for the township fire department, police office, township supervisors, public works and general government offices — sharing the one building.

Bank financing was previously arranged.

The other primary business was the adoption of a no-tax-increase budget for 2020 of $816,049.

The majority of the budget will come from $444,930 in property taxes and $295,000 in other taxes.

It set a tax rate millage of 0.002 mills or about $200 per property assessed at $100,000.

The budget expenses include $37,310 in wages and $3,731 in benefits for pension purposes for the township manager.

Police budget is $187,000 with a higher call volume of late, and wages totaling $127,000, according to supervisors. The police pension fund is at $27,000.

Fire donations amounted to $53,000.

Employee health care costs are $82,450.

Schaech noted it was a fiscally conservative year with employees finding ways to cut expenses and still provide services to the taxpayers.

“We are in the black,” he said, adding there is a fund balance of $6,844.
