Williamsport’s ticket revenue lost during COVID-19 pandemic

Williamsport Parking Authority has lost an unknown amount of income during the COVID-19 pandemic and its personnel are coming up with a financial-recovery plan to be discussed this month.

“We are not enforcing our on-street parking spaces, the garage deck gates are open and some monthly rental space users are asking for rebates for when they were not parking,” said David Kish, authority operations manager.

Normally, spring is buzzing with drivers heading to restaurants, bars and appointments downtown.

The ghost town-like atmosphere caused by business closures with restaurants operating on take-out rules and stay-at-home orders, enacted by Gov. Tom Wolf on March 15, has also meant a loss in revenue, he said.

No one on the authority staff has been furloughed, Kish said.

Kish said he is developing a plan with the estimate amount of loss to be presented to the authority board.

Wolf’s plan for reopening the state begins to shift to a yellow-coded phase, slated for May 8.

Kish said the restrictions may still require meeting to be held remotely, although it would be by telephone and not on Zoom technology reserved for City Council and its committees.

Kish said he is uncertain if the meeting will be done by call-in or if board members and Scott Williams, solicitor, will be able to meet in-person wearing masks or not.

The authority generally has a budget of $1.1 million dollars a year.

It also manages rentals on its parking lots and two parking decks, one on West Third Street and another on Church Street.

Negotiations will continue to take place with any companies that rent space from the authority who owe it money, Kish said.
